Sikkim Armed Police
Sikkim Armed Police battalion was raised in the year 1976, with the total sanctioned strength of 1030. The SAP battalion HQ at Pangthang is located at an altitude of 7087 feet on Gangtok – Chungthang road bounded by greenery mountainous range having a complete view of Mt. Kanchanjunga and spread over an area of 15.738 hectares
Presently, SAP is deployed within the state for the security of VIPs of the state including Governor, Chief Minister, Ministers / MLAs, Chief Justice and Judges of Honorable High Court, security of vital installations including STNM Hospital, supplementing and assisting the district police to deal with law and order disturbances, security along the line of Indo – Nepal border with Shashtriya Seema Bal (SSB) and in assisting during rescue operations as SDRF.
Organization Structure of the SAP Battalion
A Commandant of the rank of Superintendent of Police heads this battalion, assisted by Deputy Commandant equivalent in rank to Additional Superintendent of Police. SAP Battalion has 7 companies (6 Service Coy and 1 H.q/Trg. Coy), each of 120. Further, a company has 3 platoons each of which consists of 3 sections. In each battalion, there are Assistant Commandants of the rank of Dy.SP assisted by an Inspector commanding a company. Platoon Commander is of the rank of Sub Inspector (SI) and a Head Constable commands a section. This battalion also has special units like Training Centre, Commandos, Anti – Terrorist Squad, State Disaster Response police team, BDDS, etc.

Functions of Sikkim Armed Police Force
The duty performed by SAP Battalion is classified as under:
1. “General” duties consist of guards, escorts and other miscellaneous duties. The personnel for “general” duties are provided from the active companies.
2. “Fixed” duties are those where the personnel performing those duties cannot be withdrawn in times of emergency, e.g., armoury and motor transport staff.
3. “Special” duties are those where the personnel performs the duty of STF, BDDS, PSOs, CPT and VIP security.
Some of the functions of the Armed Police Force are following:
1. Supplement the local strength where it is not adequate to deal with law and order disturbances.
2. Provide specially trained personnel to deal with terrorist and other organized gangs.
3. Provide security to authorized persons / places.
4. Guard vital installation, arms and ammunition, and other important places.
5. Escort of prisoners.
6. Participate in ceremonial parades and guards of honors.
7. Regulate all matter of arms, drill exercises, discipline, mutual relation, distribution of duties and all the executive details in fulfillment of their duties.
8. Help in rescue operations in the event of natural calamities and other disasters.
9. To man armed outpost and conduct armed patrolling where called for.
10. To provide striking forces or mobile squads for specials band-busts including elections.
11. To organize police duty / sports meets.
12. Deployment of the force outside the state and timely reimbursement from agencies where SAP is deployed.
13. Management of arms and ammunition for the state.
14. Provide security personnel to authorized persons and places.
15. To impart basic training courses and regular refreshers courses to the police personnel.
16. To provide specially trained personnel to deal in specific assignments including BDDS, STF, SDRF, etc.
17. Involvement in the direct recruitment of followers and constables to the armed police battalions.
Training Centre – SAP
Besides the initial training of recruits at the Police Training Centre of the Sikkim Armed Police, an annual refresher training programme by rotation, over and above specialized training in different skills as needed by different categories is imparted in all ranks. To achieve this, SAP Battalion has one full platoon earmarked as the ‘Training Reserve’ to provide basic training of followers and constables and rotational training to all the personnel of SAP, IRB and civil police. The annual refresher training course is mandatory. Besides this, they conduct physical efficiency every year for checking the fitness of all personnel.
The curricula for the initial as well as annual refresher training courses, besides physical skills and fitness lay due emphasis on the knowledge of Constitutional and legal rights of the citizens as well as skills relating to individual and collective interaction with the public, with special emphasis on courteous and impartial behavior. The content and methodology of the annual refreshers training courses as well as the other specialized courses for the personnel of the SAP battalion is reviewed and revised from time to time.
Commando Units / STF of SAP
The Commando Unit /STF, an elite force headed by an officer of appropriate rank is under the command and control of the Commandant and operations under the direct command of the Director General of Police (DGP). This force is raised for handling emergency situations arising out of unlawful activities of certain groups of lawless persons, terrorists and desperadoes, and to deal with emergencies arising in the wake of natural calamities. This force discharges its functions through operational units which comprises of Commander (Dy.SP / Inspector), Dy.Commander (SI), Senior Commandoes (HC) and Junior Commandoes (PC) and Hqrs. Unit consists of Sniffer / Tracker Dog Squad / Intelligence Group, Motor Transport and Quarter Master Wings. The Commandant of SAP is responsible for the operational readiness, Administration and Training. The force is provided with modern weaponry which includes AK-47, MP5, MPX, other equipment, transport, communication and other facilities as are necessary for the efficient and expert handling of the task for which it is intended.
Infrastructure available in SAP force
1. Main battalion office building adequate for all companies’ strength, accounts and administration and for general section.
2. Well-furnished jawans barracks to accommodate at least four companies of armed force.
3. Class II, III and IV family quarters to accommodate 100 personnel with their families.
4. Fully equipped MT workshop for undertaking repair of vehicles and garage and adequate place for parking the vehicles.
5. Auditorium hall of capacity 1000 personnel having separate gym hall and badminton court.
6. Recreational building having all recreational facilities needed for jawans.
7. Fully equipped training centre having all basic requirement.
8. Battalion mess and dining hall for the jawans.
9. Clothing and tentage stores for keeping uniforms, tents and miscellaneous materials essential for the battalion.
10. Quarter guard & SAP Museum.
11. State armoury for keeping all the arms, ammunitions, munitions and various weapons.
12. MI room having basic health staffs and facilities and is given in the name of Pangthang PHSC.
13. Newly renovated SAP Officers’ Mess.
14. Battalion Mandir for performing Sarvadharma puja.
15. Parade ground with pavilion where all big state level functions, regular and ceremonial parades, battalion functions, etc. take place.
16. Sports ground for regular playing of football and other sporting events by jawans.
17. Volleyball ground with pavilion for conducting volleyball tournaments.
18. Battalion Wet and Dry Canteens for jawans and their families.
19. Subsidiary Police Canteen for jawans and their families.
Battalion Activities
1. Regular physical activities including PT / running & jogging / yoga / gym.
2. Parades twice a week on Tuesdays & Fridays.
3. Route march every week.
4. Weekly Musketry and live firing.
5. Regular refresher courses for SAP, Civil Police & other agencies like HG & CD, Fisheries, Forest and Excise Personnel.
6. Sports meet within battalion & state level.
7. Regular indoor classes for the battalion personnel.
8. Monthly Sampark Sabha with jawans – redressal of grievances and welfare activities in the battalion.
9. Annual Physical Efficiency Test.
10. Health check – ups by team of health experts.
11. Organize cultural and social activities within and outside battalion.
12. Participates in all state police activities including musical programmes, sports events, and ceremonial functions.
13. Cleanliness & Maintenance of battalion premises on daily basis.
